For small boats, this is typically inland (lakes) or in protected coastal areas. However, boats such as the yacht or cruise ship tenser were designed to be operated from a ship in an offshore environment bringing passengers to and from shore. In naval terms, the tender is a vessel small enough to be carried aboard another vessel (a ship). Another less restrictive definition is a vessel that can be lifted out of the water. Some definitions do not make a distinction in size. These small passenger boats come in a wide variety of shapes, sizes and construction due to intended purpose, available materials and local traditions. The panga type boats have a long history and various versions are used throughout third world countries for transportation, fishing or carrying passengers for hire. Some water taxis have been modified into fishing boats that vary widely in style partly to match local conditions where all had the need for large inside cabin space. Pleasure boats have also been made from the water taxi design and represent a less practical approach until outfitted with interior cabin furniture. Pontoon boats can also be made into a water taxi but can become unstable in rough seas. These small passenger boats also are used to provide transport or move cargo, and personnel from island to island to and from resorts.
